Most construction projects require Building and Fire Review. Submit to appropriate Departments Separately:

San Mateo County Planning / Building
All construction permitted through the Town of Woodside Building Department, the Town of Portola Valley Building Department and the San Mateo County Building Department within our District is reviewed and inspected by the Bureau of Fire Prevention and Life Safety to ensure plans meet applicable fire and life-safety requirements. All new installations and all modifications to fire protection and life safety equipment and systems are reviewed and inspected by the Bureau of Fire Prevention and Life Safety to verify that the installation or modifications meet applicable fire and life-safety codes and standards.
All deferred submittals such as (fire sprinklers, fire alarms, hydrants, etc.) can be submitted through our NEW fully digital permitting solution, Citizen Access Portal.
The plan review process and issuance of a fire construction permit may take approximately 14 days.
Note: An application for a permit for any proposed work or operation shall be deemed to have been abandoned 180 days after the date of filing. A construction permit issued by WFPD shall automatically become “Expired” unless the work authorized by such permit is commenced within 180 days after its issuance, or if the work authorized by such permit is suspended or abandoned for a period of 180 days after the time the work is commenced. Expired permits cannot be reactivated; a new submittal is required.

New Fully Digital Permit System, Accela has finally launched!
Woodside Fire Protection District is pleased to announce digital plan submission and review through the Accela and Digital Plan Room. The Digital Plan Room is fully integrated with Woodside Fire District Accela Citizen Access Portal allowing you to use the same system to submit applications and upload plans at the same time eliminating unnecessary trips to our office and email submittals.
Starting on March 10, 2025, the Accela permitting system went live and offers customers 24/7 access to a host of services. We will NOT be accepting new permit applications via email after March 10th. Thank you for your patience and understanding as we complete this transitional process.

What can I do to be prepared?
- Register for a Citizen Access account if you do not already have one.
- Watch the How To videos available on the Citizen Access Site.
Suggested Document Standards
- All files must be in PDF format and compatible with Adobe, with a minimum 300 dpi resolution.
- File names should not be longer than 100 characters and should not include any special characters.
- Design professionals such as architects and engineers must digitally sign and seal plans and documents.
- Include a table of contents, 'create bookmarks' in AutoCAD when exporting/publishing to the PDF. The Digital Plan Room will scan the table of contents from the bookmarks and create the sheet number and sheet name for each uploaded plan page automatically. If you don't include a table of contents or bookmarks, you might need to enter the sheet title manually. Please note that plans created by licensed professionals and contractors must include an information block with the name, license number, signature, contact information, and page numbering. For more details, refer to the National CAD Standard Guidelines.
- Do not include supporting documents in the same PDF file with any plan sheets. Supporting documents must be uploaded as separate files.
- Please ensure that supporting documentation with multiple pages is named appropriately and submitted as a single, combined, multi-page PDF file with a minimum resolution of 300 dpi. For instance, if you are submitting energy calculations containing multiple pages, all the pages must be combined into a single PDF file instead of being uploaded individually. Additionally, when submitting multi-page supporting documents for the same project, please separate them by category.
- Plans must be generated to scale (e.g. ¼” = 1’, 1/8” = 1’ or 1:10).
Plans should be in landscape orientation with page numbering at the lower right corner of each sheet.
- All plan files need to be accompanied by a cover or index page that includes a list of all the sheets in the file.
Resubmittal Requirements
In the event plans and/or supporting documentation were disapproved during plan review and those plans/documents are required to be resubmitted, the following submittal requirements shall be observed:
- Only submit the revised plan sheets.
- All sheet names must remain the same on resubmitted plan files. New sheets should be distinctly named to minimize conflicts.
- Corrections must be made in the same format (PDF), scale, orientation, etc. as the original submittal(s) and must adhere to the submittal requirements outlined in this document.
